CLEVELAND — With less than two weeks before the NFL draft, multiple teams have called the Browns about their No. 4 pick, league sources told the Plain Dealer, and theres a decent chance the Browns will trade down.
At least three or four teams in the top 20 have expressed interest in trading up, and the Browns are expected to have some enticing options on draft day.
Rams coach Jeff Fisher, who has the No. 6 pick, has already identified the Browns as a potential trade partner, and the Eagles at No. 15 are believed to be interested in trading up, sources said. At least two other teams are in the mix.
And its not just Texas Aamp;M quarterback Ryan Tannehill that teams are after. Theres been considerable interest in USC offensive tackle Matt Kalil, LSU cornerback Morris Claiborne and Oklahoma State receiver Justin Blackmon.
The Rams and Eagles are attractive trade partners because both have two picks in the second round. The Rams have the 33rd overall pick and the 39th pick from their recent trade with Washington. The Eagles have the No. 46 pick in the second round and the No. 51st pick from their trade with Arizona last year for quarterback Kevin Kolb.
At the NFL Owners meetings last month, Fisher said hed consider trading up with the Browns depending on what they wanted in return. He didnt specify which player hed trade up for, but the Rams are believed to have interest in Blackmon. Fisher re-iterated Friday that hell trade up, down orstay where he is.
The Eagles and Chiefs (No. 11) have both conducted private workouts with Tannehill, but the Chiefs would probably not trade up a league source said. The Bills (No. 10) will also host Tannehill on Tuesday after he visits the Browns on Sunday and Monday.
The Eagles, whove already executed trades with their former general manager Tom Heckert,might be willing trade up, but nothing would happen until draft day, because the Vikings are also believed to be interested in trading down from No. 3. ESPNs Adam Schefter reported Monday that the Vikings will pass on Kalil, and Vikings general manager Rick Spielman told Pro Football Weekly that hed be open to dealing.
There are times we have been in (the war room) and weve done deals on the clock, Spielman told the site. Its an unknown, but youre prepared for both ways. Well be ready and well have a good idea of what we think the value of that third pick is.
The Dolphins at No. 8 and Seahawks at No. 12 also interested in Tannehill, but its unknown if theyd be willing to move up.
Heckert said at the owners meetings that he had preliminary talks with several teams. He also said hed be willing to trade down a few spots but not all the way back to No. 27 like he did last year with Atlanta in the trade for receiver Julio Jones. (He then moved back up to No. 21 to select Phil Taylor).
Question is, would No. 15 be too far back? Maybe not. The Browns have hosted a number of players over the past two weeks that are projected to go in the teens, including Notre Dame receiver Michael Floyd, Baylor receiver Kendall Wright and South Carolina cornerback Stephon Gilmore. If the Browns picked up two extra second-round picks, theyd have three in that round, including the No. 37 overall.
They could use one of those picks to trade back up from No. 22 and grab another elite player.

India, Africa aim for $90 billion trade in 3 years

NEW DELHI — Indian and African leaders on Sunday agreed to sharply increase bilateral trade to $90 billion by 2015 as the two sides discussed potential deals.
The South Asian country is aiming to boost its trade and diplomatic ties with Africa where China has already made major inroads by striking multiple deals, building infrastructure projects and offering soft loans.
The goal of achieving $90 billion in trade between India and China in three years “is a significant improvement, considering the fact that a decade ago the trade was $3 billion”, Indian Commerce Secretary Anand Sharma said.
Sharma was speaking at the first day of a three-day India-Africa meeting in New Delhi where organisers said more than 250 projects worth close to $30 billion were being discussed.
Over 600 African delegates are participating in the India-Africa Forum Summit, organisers said, while over 500 Indian business delegates would also attend the meeting.
India has been turning to the one-billion-strong African continent as it looks to diversify its energy sources and reduce its dependency on the Middle East which supplies two-thirds of its energy imports.
Africa, despite being home to most of the world’s poorest countries, is richly endowed with oil, minerals and other natural resources.
Last year, the two sides had set a target of $70 billion trade to be achieved by 2015. Bilateral trade totalled $62 billion in 2011.
At the meeting, the ministers launched the India-Africa Business Council to be co-chaired by Indian telecom czar Sunil Bharti Mittal, head of Bharti Group, and Dangote Group president Alhaji Aliko, known as Africa’s “cement king”.
The council will propose ways to increase economic and commercial ties between India and Africa.
While China prefers government-to-government deals, Indian investment has been mainly in the private sector, notably in telecom, pharmaceuticals and manufacturing.
In a major purchase, Bharti, India’s biggest cellular operator by subscribers, acquired mobile operations in more than a dozen African countries in a $10.7-billion deal in June 2010.
India, which deployed its navy in 2008 as part of an international armada fighting piracy in the Indian Ocean and the Gulf of Aden, is also ramping up its security links with Africa.

Sen. Kirsten Gillibrand announces foreign trade legislation on auto parts industry
US Sen. Kirsten Gillibrand visited a United Auto Workers hall in Rochester this morning to discuss legislation that would address what she said are unfair foreign trade practices and call on President Barack Obama to take action on Chinas trade practices against auto part manufacturers.
Recent reports, said Gillibrand, have highlighted Chinas strategies that unfairly benefit their auto parts producers and cripple American manufacturers, including limiting US exports to the Chinese market and subsidizing their exports in order to strengthen their competitive position.
We must act now to protect American jobs from Chinas predatory policies, said Gillibrand. Three quarters of US automotive manufacturing jobs involve the production of auto parts, and these jobs are threatened in every state in the nation, especially New York, where auto parts manufacturing constitutes a critical part of our economy.
??According to a 2008 comptroller report, there were close to 200 auto parts manufacturers in the New York state, the majority concentrated in upstate New York.
Gillibrand urged President Barack Obama to have a new entity investigate Chinese subsidies for auto parts manufacturing.
She also announced new legislation to further these efforts to combat unfair international trade practices by ensuring that the Department of Commerce can impose new Counter-Vailing Duty (CVD) orders punitive tariffs that reverse subsidies provided by a foreign country to non-market economies and continue to enforce existing cases of unfair subsidies on exports.
Jason Terry: Stephen Jackson trade a no-brainer
DALLAS — Mavericks guard Jason Terry loves his Arizona Wildcats, but hes not afraid to call a trade the way he sees it even it involves one of his fellow Cats.
That said, Terry said the deal that reunited the Spurs and Stephen Jackson by sending Richard Jefferson to the Golden State Warriors was an obvious trade to make. Jackson is an edgier and more physical small forward who isnt afraid to throw around some attitude and elbows on both ends of the floor. Jackson also gives the Spurs another defensive option to throw at Dirk Nowitzki if these two teams were to again meet in a playoff series.
Terry, though, didnt think matching up the Mavs was the impetus for Thursdays deal.
I dont think Pop cares at all, Terry said. I think its just thats what they needed. They wanted to get Jefferson out of there and if you can get Stephen Jackson for Richard Jefferson, I would have did it, too. And hes a Wildcat, but thats just a no-brainer.
It is possible that Jackson could be with the team tonight. He and Jefferson have 48 hours to report to their new teams, which is 2 pm today.
The Spurs are expected to have Manu Ginobili back in the lineup, while the Mavs will be without Brendan Haywood (sprained right knee) and Delonte West (fractured right ring finger). Shawn Marion (sore left knee) is a game-time decision.
Terry said no matter who plays tonight, this one is an important game for Dallas to win.
This is our rival and obviously everyone knows its going to be a wild and crazy building tonight and were excited for the challenge, Terry said. Theyre playing very well right now. They made a move at the deadline that gave them some more toughness and scoring power. Whether he [Jackson] plays tonight or not, well be ready.
A look around the league
How about Kobe Bryant huh? He continues to take steps to cement his legacy as one of the all-time competitors in the NBA following another superb performance in the Los Angeles Lakers recent win over the Miami Heat. Forget the fact that Bryant put up 33 points, its all the peripheral accessories and sub-plots that went along with the victory that make you take notice.
Initially, it was just a sexy matchup between two of the NBAs high profile teams. Then add the fact that Bryant and his superstar counterparts in Miami were going to match up at some point as you knew it was going to be either LeBron James or Dwyane Wade guarding him. And if it was Wade, there would be a little added spice after Wade administered a hard foul on Bryant in the all-star game to break Bryants nose. So donning the mask and making Andrew Lloyd Webber proud, Bryant gave a performance that had Lakers fans calling for an encore. Since the all-star break in three games as the masked man, Bryant has averaged 34 points per game on 54.3 per cent shooting from the floor.
Interesting that Bryant said very little about the foul that broke his nose. But thats Bryant. His competitive focus has him get mad, but more important he usually keeps his mouth shut and gets even, on the court. The game featured another anomaly as Wade fouled out of the game. It was only the second disqualification in Wades career.
The Boston Celtics were rumoured to be shopping point guard Rajon Rondo last week. With the trade deadline of March 15th quickly approaching, please put the filter on because there will be all sorts of rumours coming out between now and the closing date for deals. But Rondo has put to bed the notion that the rumours have been disconcerting or distraction in any way. In Sundays win over Jeremy Lin and the New York Knicks, Rondo registered his second triple double in three games including a career-high 17 rebounds. The wiry Celtic point guard said that he feels the trade rumours have helped him as he is trying to stay positive.
Rondo made history as he became the third player in NBA history to have 17 points and 20 assists in a game. The other two were Wilt Chamberlain and Earvin (Magic) Johnson. So if the rumours are true, why is it that the Celtics want to trade him again? Former Celtic great and Hall of Fame member Bob Cousy made his feelings known when he had this to say to ESPN New York.
Im out of the loop, but boy, unless hes a serial killer on the side, I wouldnt let this kid go, said Cousy. I dont know where youd find a better point guard.
Speaking of terrific performances, Deron Williams put up a franchise-record 57 points in the Nets 104-101 win over the Charlotte Bobcats. Williams eclipsed the previous club mark of 52 points shared by Mike Newlin and Ray Williams.
You wonder how the Nets organization feels with Williams being in limbo having decided not to sign a contract extension at the start of the season. Williams name is being bandied about in rumours not necessarily on the trade market but as player that might be looking to relocate after next season. Head coach Avery Johnson is leery of Williams returning to his roots as a Dallas native. Williams can opt out of his contract at the end of the season.
But the ultimate in rumours will continue to swirl around Dwight Howard and what uniform he will be wearing on March 16th. The first thing Orlando General Manager Otis Smith has to determine is whether Howard really wants to leave the Magic. If Howard is truthful and says he wants to leave, then a trade has to be made. It would decimate the franchise and its new arena if there was no star to build around and put butts in seats. But if Howard is undecided, then the next question is, does Smith call Howards bluff? Is Howard who seems to waffle between re-signing and leaving as a free agent really going to walk away and leave that much money on the table? Stay tuned.
And the final tip of the cap goes to the Toronto Raptors. Head coach Dwane Caseys imprint is becoming clearer as witnessed by Sundays win over Golden State. Toronto did a solid job defensively holding the Warriors to 36.3 per cent from the floor and a paltry 75-point total. Not sure if Raptor teams in past seasons would have been able to stay in a game defensively the way they did in this contest and the way they have all season for that matter. The matchup with the Golden State marked the 22nd time this season that Toronto and the opponent had no more than a five-point differential in the score with a minute to go in the game. Toronto is now 4-18 in those contests. He may not have the talent… yet, but the system and the blue print for the way they are going to play, the championship way, is being engrained.
In leaving the arena on Friday night after a close loss to Memphis, I happened to encounter a member of the Memphis organization who said Toronto is where the Grizzlies were a few seasons ago. They are young in key spots but the best thing they are doing is establishing a solid foundation by playing hard.

Sunday trade curbs to be suspended

Sunday trading laws will be suspended during the London 2012 Olympics in a bid to cash in on the Games, Chancellor George Osborne is expected to announce in the Budget.
Emergency legislation will be used to lift the six-hour limit on the opening hours for larger stores across the whole of England and Wales on eight weekends covering the Olympics and Paralympics.
Officials hope hundreds of thousands of visitors flooding to the capital for the sporting spectacle will take advantage of late-night shopping in the West End, boosting flagging retail figures.
But the move is bound to meet stiff opposition from church leaders and some Tory backbenchers who have already warned that it was likely to lead to a permanent relaxation.
And Labour accused the Chancellor of a “disgraceful breach of the need for a proper consultation and negotiation with trade unions and other groups”.
Under the Sunday Trading Act 1994, large shops over 280 square metres in England and Wales are restricted to six hours’ continuous trading between 10am and 6pm on Sundays and cannot open at all on Easter Sunday.
Without a change in the law, that would also mean the three biggest souvenir shops at the Olympic village itself in Stratford, east London, would have been forced to close their doors to spectators.
Details of the plans emerged as Mr Osborne said in the Budget he wanted “to ensure it is the working person who gets most support”.
There was also a need for “major reforms to our planning laws” to encourage foreign investment and create jobs, he told The Sun Sunday.
He is due to meet Prime Minister David Cameron, Deputy Prime Minister Nick Clegg and Treasury Chief Secretary Danny Alexander – the so-called “Quad” – to iron out the final details on Monday.

Nick Young was willing to veto his no-trade clause and accept a deal to only two teams, with the Los Angeles Clippers being one of them. So when the Washington Wizards shipped him to one his hometown teams at the trade deadline, Young, a former standout at Southern California, could only describe it as “a dream come true.”

Departing the dysfunction of the woebegone Wizards and joining a team that is in the Western Conference playoff race was also a welcome change for Young. During his introductory news conference on Saturday, Young told reporters in Los Angeles that his former team was “going through turmoil” and likely needed to complete the three-team trade that sent him to the Clippers, JaVale McGee and Ronny Turiaf to Denver and brought back Nene, Brian Cook and a 2015 second-round pick.
“We was losing and it was a tough situation,” Young said. “We kind of felt it in the air something was going to happen. To be here in the atmosphere of winning is a different feeling. I have to adjust fast. Washington wasn’t going to be in the playoffs. I had to cancel some plans going into the offseason.”
The Clippers (25-18) have the fourth-best record in a wide-open Western Conference, but have enough talent in all-stars Chris Paul and Blake Griffin to give Young his first taste of the postseason since his first season with the Wizards.
“My rookie year, it was a crazy atmosphere,” Young said. “Even though I didn’t get a chance to play that much, just being there, seeing it, I always wanted that feeling. I always wanted to play in something like that. The opportunity is here and I just have to take advantage.”
Since the Wizards lost in six games to the Cleveland Cavaliers in 2008, Young was a part of teams that went 77-210 and had developed into a nightly punch line on ESPN, with a seemingly endless blooper reel. Young had a few moments this month, with him losing the ball over the stanchion in a win over the Los Angeles Lakers, dribbling himself dizzy and falling in San Antonio and having another layup attempt turned into a turnover when Dallas guard Rodrigue Beaubois stole the ball from him while in the air.
“It was tough because every other night, it was ‘Not top 10.’ We was the laughing stock,” Young said. “It was frustrating. It can cause tension between players and everything. We needed a new look. This was great.”
Back home, Young won’t have the challenges most newly traded players have of trying to find his way around town. But he will have to adjust to calling Staples Center home. “It’s different. I am usually just coming here as a visitor. One game and I’m out. I’ve got to adjust to knowing that I am not leaving right now after this.”
Young was the Wizards’ leading scorer last season and the second-leading scorer this season and already knows what his role will be for the Clippers. They have struggled for an answer at shooting guard since Chauncey Billups went down with a ruptured Achilles’ tendon last month. Young will likely battle and eventually replace former Wizard Randy Foye as Paul’s backcourt mate.
“Somebody that can take the pressure off Chris Paul and Blake. With me knocking down shots, the lane will open up,” said Young, who averaged 16.6 points for the Wizards.
Young also believes being on the Clippers will give him a chance to change his reputation and dispel some notions about his game. “I don’t get so much credit for my defense. I am an offensive threat, but I can play ‘D’ with the best of them,” he said.
Young was filled with angst in New Orleans on Thursday, as he felt a move was going to be made, but wasn’t certain that Wizards President Ernie Grunfeld was going to trade him to a place where he actually wanted to go.
“Going to shootaround, I didn’t know whether to take my pregame nap or pack my stuff up and get ready to go. It was a crazy atmosphere. I knew something was going to happen, but I didn’t really think this was happening,” Young said. “It is a great feeling. Coming back to family, playing for a great team, a contender, you can’t wish for much better than that.”
